Victoria-class submarine

Triode Helps a European company Modernize Victoria Submarines for Canadian Requirements

The Canadian government issued an RFP to replace periscopes with optronic masts on three Victoria-class submarines—six masts total. The European company, a defense leader in naval equipment and submarines, wanted to position itself with technology already proven with other allied navies.

The challenge wasn’t technical capability but rather alignment with Canadian procurement expectations. The government needed a structured proposal documenting system performance, in-service support, crew training, and long-term fleet support—all from the submission stage. The European company had bid on similar Canadian contracts without success, not from lack of technical credibility but because its proposal format didn’t match what the government client expected.

Project Development

Triode’s mandate began in 2023 and ran for five months, supporting the European company from the RFP through to proposal submission.

  • 1. Requirements Analysis and Structuring

Analyzed the entire RFP and structured requirements into an actionable compliance matrix.

  • 2. Project Governance Implementation

Assigned a responsible party for each requirement and organized tracking and decision-making cadences.

  • 3. A European company Team Coordination

Held weekly meetings in large groups and sub-groups to track progress and address blockers.

  • 4. Maintenance and In-Service Support Plan

Worked with internal teams to define and cost a multi-year support plan.

  • 5. Submission Coordination and Finalization

Performed intensive on-site work at the European company to consolidate the proposal.
